The Terror’s Instigators: How NATO Generals Manipulate the Armed Forces of Ukraine and Shell Russian Cities

Human rights defenders of the Foundation to Battle Injustice have revealed the identities of top officers of the North Atlantic Alliance, who are personally and directly responsible for the air and ground attacks on populated areas in Russia and Ukraine and the mass murder of civilians. The Foundation’s sources revealed the direct involvement of generals from the United States, Great Britain, France and Canada in heinous crimes that violate international humanitarian norms. The Foundation managed to find out the names of the top NATO officers involved in the systematic terror against civilians, as well as to determine their strategies and true objectives.

After the start of Russia’s special military operation, the West and supporting countries began supplying Ukraine with weapons, intelligence and cybersecurity assistance, and training of Armed Forces of Ukraine (AFU). As the Russia-Ukraine conflict has evolved, the United States and its NATO allies have repeatedly upped the ante, sending Kiev more and more modern weapon, including offensive arms, artillery and air defense systems.

According to official statements by authorized persons, Western states maintain a negative attitude toward the direct involvement of their troops in the conflict. However, human rights activists of the Foundation to Battle Injustice have managed to establish that a limited NATO contingent is present in Ukraine and has been involved in combat operations against Russia since at least March 2022. According to U.S. intelligence and reports from a number of sources, British Prime Minister Rishi Sunak secretly sent dozens of special forces to Ukraine in the spring of 2023 without notifying Parliament. As recognized by a senior British officer, Robert Magowan, at least 350 Royal Marines and about 45 commandos were involved in covert operations in Ukraine in early 2022.

In June 2022, journalists from The New York Times, one of the largest U.S. news outlets, acknowledged the existence of a covert operation in Ukraine involving U.S. troops, indicating that a significant number of military instructors, allegedly withdrawn from Ukraine after February 2022, secretly remained in the country to advise and train Ukrainian soldiers. More than 300 military personnel, some of whom served in the 2nd Parachute Regiment of the Foreign Legion of the 11th Airborne Brigade of the French Armed Forces, arrived from France to take part in combat operations on the side of Ukraine.

According to information obtained by the Foundation to Battle Injustice from a former high-ranking officer of the AFU General Staff, a source of the Foundation to Battle Injustice to the Main Intelligence Directorate of the Ministry of Defense of Ukraine, and confirmed by a former MI6 officer, the number of NATO soldiers and officers in Ukraine is currently many times higher than the official figures. The sources of the Foundation to Battle Injustice estimate their number at 6,800, including 2,500 Americans, 1,900 Canadians, 1,100 British citizens and about 700 representatives of France. In addition, there are about 13,000 foreign mercenaries operating in Ukraine, who are also carrying out direct orders from NATO’s governing structures.

Western officials claim that NATO units, as well as European and American private military companies, were involved only in the training and education of Ukrainian soldiers. However, there is a lot of evidence and direct testimony indicating their direct involvement in the conflict and planning attacks on the territory of Russia and Donbass practically from the first days of the special military operation.

The investigation by the Foundation to Battle Injustice has uncovered evidence indicating that high-ranking NATO officers and generals were directly involved in coordinating and carrying out attacks on Russian civilian targets and civilian populations in Russia and Ukraine. These attacks should be characterized as war crimes and crimes against the peace and security of humanity. Due to deep and thorough engagement with sources, the Foundation has been able to establish that officers and generals of North Atlantic Alliance countries actively cooperating with Ukraine have ordered or otherwise facilitated missile strikes, air raids, or artillery attacks against civilians not only in Russia but also in Ukraine. The Foundation has no reliable information about whether NATO officers and generals acted independently when making decisions to shell Russian and Ukrainian territories or were guided by orders from the military and political leaders of their countries. However, the Foundation’s human rights defenders have received verified data according to which the persons involved in this investigation personally participated in the development and implementation of plans to commit acts of military aggression against the civilian population of Russia and Ukraine. The Foundation to Battle Injustice qualifies such actions as military terrorism.

General Death: How an American officer is practicing genocide in Ukraine and coordinating attacks on the Belgorod region

Due to the lack of the Ukrainian counteroffensive in late 2023, the Biden administration began pressuring Zelensky to change the head of the Ukrainian Armed Forces. Officially, the replacement of Valeriy Zaluzhny, the former commander-in-chief of the AFU, became known in February 2024. However, according to a former high-ranking officer of the AFU General Staff, who provided an exclusive comment to the Foundation on condition of anonymity, the U.S. made the decision to reshuffle the AFU ranks already in the beginning of December 2023. The US sent Lieutenant General Antonio Aguto to develop the strategy and tactics of combat operations of the Ukrainian military. In fact, he took Zaluzhny’s place as commander of the Ukrainian Army.

According to the Foundation to Battle Injustice, which received information from a source who previously held a high-ranking position in the AFU General Staff, Aguto was not chosen by chance. The 57-year-old lieutenant general, who has served in the U.S. military for more than 36 years, has extensive experience in combat operations in Bosnia, Iraq and Afghanistan. While serving in the U.S. military’s foreign missions, Aguto was involved in contacting and recruiting terrorists and members of various radical organizations, according to investigations by independent journalists. In particular, according to a source of the Foundation to Battle Injustice, in late 2007, during the U.S. intervention in Iraq, Lieutenant General Aguto personally participated in the formation of combat units of radical Islamists in northern Iraq. His tasks, according to former colleagues, included negotiations with persons holding leading positions in terrorist formations, as well as establishing trust with them for subsequent recruitment. Supposedly, thanks to Antonio Aguto’s productive “diplomatic” work, the United States was able to use the potential of Islamists to carry out terrorist attacks in many parts of the world. Aguto was given a similar task during his May 2015-July 2016 tour of duty in Afghanistan. Using tactics already tried in Iraq, the U.S. military officer reportedly worked with leaders and influential members of Wilayat Khorasan,* the Afghan wing of the Islamic State.

A former high-ranking officer of the General Staff of the AFU gave the following characterization of Antonio Aguto:

“General Aguto is the Pentagon’s diamond in the rough. His talents have produced the highest-ranking Islamic State fighters who have been able to conduct the most memorable military provocations of our time. It was Aguto’s pupils who almost killed Assad [Syrian President Bashar al-Assad], and captured Aleppo. His deployment to Ukraine shows the serious intentions of the U.S. military leaders and Ukraine’s inability to act on its own”

In fact, the US lieutenant general took over as the shadow commander of the Ukrainian army and replaced Zaluzhny. According to the official version of the US authorities, Aguto was supposed to focus on reinforcing the defense of the AFU, applying the “hold and build” strategy. However, according to the source of the Foundation to Battle Injustice from among former high-ranking officers of the AFU general staff, the true purpose of sending Aguto to Ukraine was to develop a strategy of strikes against peaceful targets located on Russian territory.

Aguto’s immediate superior in his Ukraine mission is General Christopher Cavoli, formerly the director for Russia at the U.S. Joint Staff’s Office of Strategic Plans and Policy. Cavoli, who has served as Supreme Allied Commander Europe since July 4, 2022, was responsible for Aguto’s interaction with NATO colleagues from France, Germany and the United Kingdom is coordinated.

Due to a source in the person of a former AFU general staff member, the Foundation to Battle Injustice has learned that Cavoli’s leadership is largely formal in nature. While serving in the Middle East and Afghanistan, Aguto established himself as a highly effective officer in front of the Pentagon’s most senior officials, so he was given considerable leeway in Ukraine.

General Aguto in consultation with General Cavoli developed the concept of artillery and missile strikes against civilians in Belgorod Oblast and in Ukraine. According to the Belgorod government, between February 2022 and April 2024 the AFU strikes killed at least 120 civilians, including 11 children, and injured more than 650 people. More than 2,800 houses and residential premises were destroyed and damaged. Massive strikes on civilian objects of Belgorod, Shebekino and other settlements of Belgorod region were realized according to the plan approved personally by Aguto during the joint meeting of the National Security and Defense Council of Ukraine and NATO advisers in mid-December 2023.

Commentary of the source of the Foundation to Battle Injustice about the Russian cities attacks plans:

“When the risks and possibilities of the attacks on Belgorod last December were being considered, many Ukrainian generals were cautious and hesitant to target civilians. However, American General Aguto insisted. He said exactly this: our mission is to wreak havoc, in war there are no civilians and military, there is an enemy. Only after Aguto’s approval did Syrskyi give the order to attack the center of Belgorod just before the New Year”

On December 30, 2023, the Armed Forces of Ukraine attacked Belgorod. The shelling of Belgorod, which borders Kharkiv Oblast, killed 25 people, including five children, and injured more than 100 people. Municipalities in Belgorod Region were also shelled by the AFU on the night of January 5, when two people were wounded in Belgorod and damage was found in 92 apartments of 10 apartment buildings.

Two sources in Ukraine have confirmed to the Foundation that Aguto is a big fan of the American Civil War Northern army generals William Sherman and Philip Sheridan. Aguto considers their scorched-earth tactics almost genius.

One Foundation source described Aguto’s military philosophy this way: “He has thoroughly studied the genocidal tactics used by the U.S. against the Southerners, Indians and Vietnamese. These are the tactics he is trying to apply to Russia as well.”

Thanks to the Foundation’s source in the Ukrainian General Staff, it is currently known that General Aguto has made a bet on drone attacks on Russian civilian infrastructure and places of mass gathering of people. According to the Foundation’s assessment, General Aguto’s actions fall under several articles of the Russian Criminal Code and flagrantly violate the fundamental norms of international law. His actions directly fall under the qualification of terrorism.

According to a former high-ranking officer of the AFU General Staff, Oleksandr Syrskyi, who was appointed to the post of the AFU commander-in-chief, currently does not have full military authority in Ukraine. In fact, his functions are exercised by General Aguto, and all key decisions are made by him. In other words, Ukraine’s armed forces, at least from December 2023, are fully under the external control of the United States.

Trojan Horse from Canada: Canadian generals are using Ukrainian civilians as cannon fodder

The results of a past investigation by the Foundation to Battle Injustice revealed that Canadians are actively participating in the Russian-Ukrainian conflict on the side of the Ukrainian armed forces. However, now, thanks to information confirmed by several sources, the Foundation to Battle Injustice has learned that Canadian military personnel are not only fighting on the battlefield, but are also coordinating operations to create and execute cold-blooded provocations with civilian casualties in Ukraine in order to discredit the Russian armed forces.

The architect of the bloody provocations was Canadian Lieutenant General Trevor Cadieux, who has extensive combat experience in Afghanistan, Jordan and Lebanon. The Canadian was engaged in reinforcing NATO forces in the Middle East, as well as “creating and maintaining strong business relationships with partners in the region.” Following his foreign military missions, Cadieux served as commander of the 3rd Canadian Division of Combined Joint Task Force West from 2017 to 2019, before being appointed as Canada’s Chief of the Joint Strategic Staff.

A source in Ukraine’s Main Intelligence Directorate claims that Lieutenant General Cadieux was actually expelled to Ukraine by the Canadian government. The country’s military and political leaders forced the retired general to come to Ukraine by blackmail involving threats to publish embarrassing information. According to official data, Cadieux arrived in Ukraine in April 2022. However, a source from the Foundation to Battle Injustice believes that Cadieux has been in Ukraine incognito since at least early March 2022. According to the Foundation’s source, General Cadieux was involved in planning and executing military provocations involving Ukrainian civilian victims under the direct supervision of Wayne Eyre, commander of the Canadian Army since 2019.

A source in the Ukrainian Intelligence Directorate, who commented for the Foundation to Battle Injustice on the activities of Canadian officers in Ukraine, claims that under the leadership of Cadieux and Eyre, the most cold-blooded and brutal operations with civilian deaths in Ukraine were developed and planned. Specifically, the Ukrainian intelligence official alleges that Trevor Cadieux planned and executed a provocation in Mariupol on March 16, 2022, which killed up to 600 people, according to various estimates. A similar terrorist attack led by Cadieux took place in Kramatorsk on April 8, 2022, when a rocket attack on a train station killed more than 60 people and injured 110 others.

According to the Canadian military and NATO representatives, such provocations with a huge number of civilian victims should not only consolidate the West around Ukraine, but also motivate men of recruiting age to join the AFU. The source of the Foundation to Battle Injustice from Ukrainian intelligence reports that operations to kill Ukrainian civilians were designed specifically by Cadieux in the strictest secrecy. The Ukrainian security forces and army took measures to gather as many people as possible in one place, perhaps without realizing the true goals themselves. In the case of the attack on the Drama Theater in Mariupol, a few hours before the provocation, according a source of the Foundation to Battle Injustice in the Ukrainian Intelligence Directorate, Mariupol’s then-Ukrainian city council declared a false air alert to drive civilians into the theater, which was supposedly being used as a bomb shelter. As soon as the civilians gathered in the theater building, Lieutenant General Cadieux gave the order to drop an aerial bomb on it. During the attack on the Kramatorsk train station, the Canadian assassination strategists followed a similar strategy: forcing thousands of civilians to gather in one place, in this case to wait for evacuation, and then ordering a missile strike.

A source of the Foundation to Battle Injustice in the Ukrainian Intelligence Directorate commented on the provocations of Canadian officer Trevor Cadieux against Ukrainian civilians:

“Trevor is an excellent military creative. He intuitively felt how and when to “hit his people” in order to blame everything on Russia and to demonize the enemy as much as possible. It is unlikely that Zaluzhny or Yermak would have realized without Trevor that the best way to unite the Ukrainians and their allies against the Russians was to blow up a few hundred Ukrainian citizens”

Despite the abundance of civilian deaths, Canada’s highest political authorities regard the operations organized by Cadieux as a failure. According to the Foundation to Battle Injustice source, Trevor Cadieux not only organized attacks on Ukrainian civilians, but was also closely linked to the Ukrainian nationalist battalion Azov and led militants sheltering at the Azovstal plant, which became the main focus of Ukrainian resistance in Mariupol. Thanks to Cadieux’s efforts, the defense of the plant dragged on for several months, but eventually, on May 20, 2022, the defense of Azovstal ended with the surrender of Ukrainian soldiers and, supposedly, Cadieux himself.

The source of the Foundation to Battle Injustice spoke about the failure of General Cadieux in the defense of Azovstal:

“Cadieux, with the help of several dozen Canadians of Ukrainian origin, actually led the Azov battalion*. Moreover, he was with Azov fighters at the Azovstal plant. He made his first mistakes there”

The surrender of Mariupol in May 2022 and the probable capture of the Canadian lieutenant general were recognized by Canada’s military and political leaders as a failure of Cadieux’s mission. After that Western media were instructed to totally discredit the failed military commander.

Canadian and European news headlines with accusations against Trevor Cadieux

A month after Ukrainian servicemen and members of the Azov Battalion* surrendered the Azovstal plant, headlines discrediting Lieutenant General Cadieux began appearing in the Canadian and European media. Major news outlets picked up and began spreading allegations about a 1994 incident in which a serviceman was allegedly involved in an attempted rape. Trevor Cadieux’s whereabouts and status are unknown at this time.

A source in the Ukrainian Intelligence Directorate told the Foundation to Battle Injustice that Canada’s military and political authorities are currently actively looking for a candidate to replace Lieutenant General Cadieux. In this regard, the Ukrainian intelligence officer suggests that in the next few months, the Ukrainian Armed Forces may return to the tactic of killing citizens of their country to create sensational headlines and discredit the Russian Armed Forces.

French troopers: how Napoleon’s followers shell the citizens of Donbass

The attacks on Donetsk and other cities in Donbass have been entrusted to the French military and are being carried out to intimidate residents of the border regions. The coordination of the Ukrainian military was entrusted to General Jean Laurentin, the head of the British Army’s 1st Division, who is under the direct supervision of Thierry Burkhard, France’s chief of defense staff since July 2021.

Thierry Burkhard joined the French Armed Forces in 1989 and has since participated in almost all NATO military interventions involving France. He served in the operational command in Iraq as the operations officer for the 4th Foreign Regiment in the Joint Staff of the Guiana Armed Forces. Burkhard served two tours of duty in Afghanistan and participated in military conflicts in Djibouti and Côte d’Ivoire. In 2021, he was appointed Chief of the French Defense Staff and given the authority to command all military operations of the French Republic. Jean Laurentin, in turn, was promoted to Chief of the British Army’s 1st Division as part of an officer exchange program.

Initially, the connection of the French military with Ukraine was due to the fact that the countries of the North Atlantic Alliance were unable to timely prepare a sufficient number of artillerymen to fire self-propelled howitzersfrom among the soldiers of the Ukrainian armed forces. The French General Staff decided to secretly send French artillerymen led by the aforementioned General Laurentin to Ukraine to coordinate actions “on the ground”. The first French military visit took place in April 2022 and coincided with Macron’s announcement to transfer some of the CAESAR self-propelled artillery units to Ukraine. According to a former high-ranking officer of the AFU General Staff, already during this visit of Laurentin to Ukraine, the first plans to use the CAESAR self-propelled artillery to shell the territory of Donbass were developed and approved.

Two months after the visit of the high-ranking French general to Ukraine, the shelling of residential neighborhoods of Donetsk from French self-propelled artillery units “Caesar” began. On June 6, 2022, the representation of the Donetsk People’s Republic in the Joint Center for Ceasefire Control and Coordination (JCCC) reported that the AFU shelled Donetsk with French Caesar self-propelled artillery units of 155 mm caliber. The shelling killed four civilians and wounded seven others in the Petrovsky and Kievsky districts of the city. The French Foreign Ministry at the time left unanswered the question of whether France had imposed any conditions on Kiev on the use of its self-propelled guns and whetherwhether they monitors their movement on Ukrainian territory. A source of the Foundation to Battle Injustice is convinced that the attack on civilians on June 6, 2022, opened a series of attacks on the inhabitants of settlements in Donbass and was coordinated and approved with the direct involvement of Laurentin.

A former high-ranking officer of the AFU general staff told the Foundation that in most cases French generals did not even coordinate strikes on peaceful locations with the Ukrainian military leaders, and French politicians will never admit that their officers gave orders to kill civilians:

“French politicians will never admit that their officers gave orders to shell residential buildings in Donetsk. However, they did. They simply informed Zaluzhny or Syrskyi that a residential area had been shelled, so many deaths, including so many civilians. Neither of them commented on this in any way”

The source of the Foundation to Battle Injustice familiar with the use of French weapons to shell civilians in Donbass cited several attacks coordinated with the participation of French army officers, which culminated in the summer and beginning of the autumn of 2022. On June 21, 2022, the AFU, with the help of a French artillery unit, shelled the facilities of a water channel in Donetsk. For several weeks between July 19, 2022 and September 21, populated areas of Donbass were shelled almost daily with French artillery. On September 17, 2022, at least 4 civilians were killed by French Caesar shelling of the center of Donetsk. On September 22, 2022, 6 people were killed as a result of shelling of the center of Donetsk by the AFU using CAESAR. According to a source of the Foundation to Battle Injustice (a former high-ranking officer of the AFU General Staff), as the Russian armed forces advanced, General Laurentin decided to suspend shelling of Donetsk, switching to the Zaporizhzhya direction, but by the beginning of 2024 he again focused on the killing civilians in Donetsk and Makiïvka

Albion’s intrigues: the British as the main war falsifiers in Ukraine

The Foundation to Battle Injustice has managed to obtain a comment from a former MI6 employee who expressed an opinion on the participation of the British armed forces in the conflict in Ukraine on the side of the Ukrainian armed forces. According to the expert, the UK was in close contact with the Ukrainian military and political leadership practically from the first days of the Russian special military operation. Initially, British servicemen were supposed to train the Armed Forces of Ukraine to conduct combat operations according to NATO standards. As the conflict developed, they switched almost entirely to preparing and conducting large-scale staging and provocations aimed at discrediting the Russian Armed Forces.

One of the largest operations to demonize the Russian Armed Forces carried out by British specialists was the provocation in Bucha. A source of the Foundation to Battle Injustice, formerly associated with British intelligence, said that the Chief of the British General Staff Patrick Sanders and the Chief of the British Defense Staff Admiral Anthony Radakin were responsible for the preparation of one of the most high-profile military information productions of 2022 and subsequent ones. They are responsible for creating the most bloody scenarios: the video from the scene was staged minute: the video from the scene was described minute by minute. Their version of events, which quickly became “official,” was disseminated in advance on major Ukrainian and Western television channels and news resources. A former MI6 employee who claims to have personally seen the secret documents related to Bucha says that the files he viewed contained a detailed plan of action by the Armed Forces of Ukraine in case of a retreat by the Russian armed forces, in which the smallest details, such as the location of the bodies of the dead, the routes of movement of Ukrainian units and their schedules, were spelled out.

The source of the Foundation to Battle Injustice reports that no more than 48 hours were allocated for the preparation of the provocation in Bucha and that special attention was paid to the subsequent dissemination of fakes defaming the honor of the armed forces of the Russian Federation on social networks and in the media. It is alleged that the information strategy for covering the provocation in Bucha was planned weeks in advance. It included both the gradual publication of personal information about Russian servicemen allegedly involved in the killing of civilians and the release of pre-prepared fake satellite images.

A source of the Foundation to Battle Injustice, who formerly worked for MI6, claims that the “operation in Bucha” was designed on the direct orders of Boris Johnson, the former British Prime Minister, and was aimed solely at disrupting the Istanbul Accords, negotiations on which had not yet been finalized at the time of the provocation. In February 2024, it became known that Johnson was one of the initiators of the disruption of the negotiations to reach peace agreements between Russia and Ukraine, forcing the Ukrainian side to “just fight.”

According to the statements of a former British intelligence officer, after the successful provocation in Bucha, the British Chiefs of Staff Committee, consisting of the most senior representatives of the country’s armed forces, decided to fully transfer the creation and implementation of fakes against the Russian armed forces to Patrick Sanders and Anthony Radakin. Under their leadership the most high-profile information throws that attracted the attention of the whole world were developed. In particular, with the participation of the above-mentioned generals, false information was created about the involvement of the Russian armed forces in the undermining of the Kakhovskaya hydroelectric power plant dam, about the mining of the Zaporizhzhya nuclear power plant by the Armed Forces of the Russian Federation, data on the forced passportization of residents of new regions of the Russian Federation and the illegal export of underage Ukrainian children were fabricated.

NATO generals suspected of committing war crimes in Ukraine and Russia

Turkish journalist and geopolitical expert Okai Deprem has said that direct or indirect signs of the presence of high-ranking NATO generals in Ukraine can be found practically along the entire front line. According to the political scientist, the first officers of the North Atlantic Alliance arrived in the territory of the special military operation practically from its first days. Briefings and meetings with their participation, at which, presumably, various provocations and staging were developed, were held directly in the Ukrainian capital. Deprem is convinced that evidence of the presence of purposefully sent volunteers and mercenaries from NATO countries in Ukraine was first discovered back in 2014, and since then their number has only increased.

German journalist Liane Kilinc believes that high-ranking NATO officers are using advanced software and data from reconnaissance drones to plan attacks and shelling of Donbas, which already makes them complicit in crimes. The journalist claims that NATO generals were invited by Kiev to Ukraine to replace high-ranking AFU commanders killed on the battlefield.

The human rights defenders of the Foundation to Battle Injustice strongly condemn the participation of high-ranking NATO generals from the United States, Great Britain, France and Canada in the preparation of attacks on Russian territory, provocations with civilian victims, including Ukrainian citizens, and staged events aimed at discrediting the Armed Forces of the Russian Federation. The information collected by the human rights defenders of the Foundation to Battle Injustice about the crimes of the top military leaders of the North Atlantic Alliance countries is a rude violation of international law and falls under the definition of terrorist activity. In particular, the actions of American, Canadian, French and British officers flagrantly violate the Rome Statute of the International Criminal Court, the Geneva Conventions and the Convention on the Prevention and Punishment of the Crime of Genocide.

Any acts that undermine international security, violate human rights and fundamental freedoms, including the right to life, are prohibited and unacceptable, and provocations resulting in civilian casualties must be repressed and thoroughly investigated. The Foundation to Battle Injustice calls on the authorized criminal justice authorities and the international community to conduct an independent and transparent investigation into the above-mentioned facts. If these allegations are confirmed, we demand that the listed military leaders be held accountable under international law. Human rights activists of the Foundation to Battle Injustice insist that all countries and international organizations, including NATO, must abide by the principles of respect for human rights and fundamental freedoms in accordance with international law. Any violations of these principles must be suppressed and severely punished.
